Revert "Move CONTROL_ProcessBinds() to CONTROL_GetInput()." [r3981]

That change confounded character-based input with e.g. HUD control
under certain circumstances, see

Also, BUILD_LUNATIC ... just for the hit.sect -> hit.sector change.
